Created to promote a public health service more welcoming, inclusive and responsive, the Tempo é Saúde (Time is Health) project included the implementation of the e-SUS Atenção Básica (e-SUS AB) platform, revision of the first service and screening processes, and training of professionals from each 15 UBSs in Embu das Artes, in addition to the opening of a modern screening system for patients at the new UPA of the city, in which we operate. Such measures have already been contributing to reduce lines, ease the scheduling of medical appointments, implement the electronic record system and add more quality while servicing our patients and to the working conditions of physicians and other professionals of these units.
In partnership with the local City Hall and the National Bank of Economic and Social Development (BNDES), with the support of the Ministry of Health, we started developing this project in 2014. This is our social counterpart for the funding granted by BNDES for the construction of our new biologics unit. BRL 1.2 million was destined to Tempo é Saúde.
We could have provided this counterpart more simply, by building a square or another public instrument. However, as it is in Libbs way, we chose a different path: we tried to understand which was the priority for the community. With ethnographic and quantitative researches, we identified the population’s need for improvement in the emergency care of patients of the public health system and in information management.
Therefore, we built the project Tempo é Saúde on two central pillars:
- Revision of first service and screening processes by implementing the risk assessment methodology in the Basic Health Units and a new screening system for the Emergency Care Unit. Starting from pre-established protocols, such methodology allows prioritization of services, focusing on urgencies and emergencies and differentiating outpatient cases.
- Implantation of e-SUS AB, with the support to informatization of the UBSs. Being a System of the Ministry of Health, the e-SUS platform allows the adoption of the Citizen Electronic Chart, document that registers electronically, in a standardized way, all the patient’s information, making his/her history accessible online on different areas of the UBS and also in future visits, including in other units connected to the same system. In addition, the tool allows the online consultation of the doctors’ and professionals’ schedule and the electronic scheduling of appointments.
In order to make the informatization of UBSs possible, we donated server hosts, switches and printers (the computers had already been requested by the City Hall) and we promoted renovations of electric facilities and data network, preparing the essential bases for the installation of the software e-SUS AB.
On the other hand, while the physical structure is essential, it is worthless without people qualified to operate the whole system and a population duly aware. So, therefore, we can point out other key dimensions of our project: Training of our teams, which has qualified over 650 professionals from the local UBSs; And a good communication campaign with the locals, on the impact of the project and how to get the best from the health services, allowing reduction of lines and better indications for each case.
The seed and the fruits
Welcoming, inclusive and responsive services. The fruits of the Tempo é Saúde program are already being collected by the people from Embu das Artes. After an intense adaptation phase, in the first halfof 2015, at UBS Eufrásio Pereira da Costa, we extended the Tempo é Saúde to all other 15 units.
The project is already making a difference for hundreds of people. Together, the 15 UBSs are responsible for attending more than 240 thousand citizens, adding up to more than 140 thousand procedures (appointments, attendances, clinical and nursing procedures) per month. With this project, we believe to be continuing our mission to care for life.
With this project, we believe we are accomplishing our mission to treat life, representing a successful model for other public-private partnerships.
